Résumé

In the beginning, the SEC was driven by hope after the catastrophe of the Second World War. The eminent Austrian jurist, philosopher of law and political philosopher Hans Kelsen, in his
famous 1920 treatise on The nature of democracy, already pointed out that people must be able to «understand each other» (miteinander verständigen) if they are to «get along» (miteinander vertragen).  It is this programme of theoretical and practical understanding that the SEC is committed to.
